ETSI IPR Reporting Solutions User guides

The following page describes in further detail the reporting features of the ETSI IPR database. All reporting features rely on the public content of the IPR database, which is updated daily.

ETSI is pleased to offer the following IPR Reporting solutions:

  • Power BI Report
  • IPR CSV export file
  • SQL Generic Query access

IPR CSV export file

ETSI provides publicly available IPR reporting data in CSV file format.

A CSV file (Comma-Separated Values) is a simple text file used to store data in a table format. Each line is a row, and commas separate the values (columns). It is often used to move data between programs, like from Excel to a database.

Two separate files are available for download:

  • GD-export, containing reporting data regarding General Declarations (GDs);
  • ISLD-export, containing reporting data regarding Information Statement and Licencing Declarations (ISLDs).

Both files are updated daily.

Below is an explanation on the columns which are displayed on the "GD-export.csv" tab:

IPRD_ID = unique IPRD id number.      

IPR_COMP_ID  = id of the company provided by the declarer to identify the declarant company.

IPRD_REFERENCE = reference of the IPR declaration.

Reflected Date = date/time of ISLD declaration reflection (i.e. it corresponds to the date when the respective declaration was made publicly available via the IPR online database at https://ipr.etsi.org/).

IPRD_SIGNATURE_DATE = date of the IPR declaration submission to ETSI.    

IPRD_CREATION_DATE = date of the IPR declaration creation.            

COMP_LEGAL_NAME   = legal name provided by the declarer to identify the declarant company.

GEND_APP_TO_ALL_FLAG =   whenever the specified option is with reference to all ETSI STANDARDS AND TECHNICAL SPECIFICATIONS.

ETPR_ACRONYM = acronym of a project included in the disclosure identified by DIPG_ID.

Standard = work item or Standard number.

DECL_IS_PROP_FLAG = whether the declarant and/or its affiliates declared to be the proprietor of the IPR(s) disclosed in the attached IPR Information Statement Annex, or not. This information is filled in by the declarant, on the first page of the ISLD declaration:

  • if it is set to "TRUE" then "The declarant and/or its affiliates are the proprietor of the IPR(s)."; and
  • if it is set to "FALSE" then "The declarant and/or its affiliates are not the proprietor of the IPR(s).".

LICD_REC_CONDI_FLAG = whether the declarant is prepared to grant licenses (cf. LICD_DEC_PREP_TO_GRANT_FLAG) and specified the option "undertaking subject to reciprocate conditions". This information is filled in by the declarant, on the first page of the ISLD declaration.

DIPG_ID = unique numeric identifier of a disclosure patent group, in the IPR database. It corresponds to one disclosure "block" in a declaration's annex. Each DIPG_ID has its own DIPG_DISPLAY_NUMBER (which is the number visible on the declaration annex).

DIPG_DISPLAY_NUMBER = number of disclosures in the specified IPR declaration. Starts at 1 and goes up to N (N being the total number of disclosures in that declaration).

Standard = work item or Standard number.

Ess_To_Standard = whether the patent is disclosed as essential to a specified standard/work item/specification. All SEPs are disclosed by default as essential. However, the database admin can flip the status to «Non-essential», upon written request from the declarant.

WOIT_ETSI_DELIVERABLE_NUMBER = ETSI work item deliverable number.

WOIT_REFERENCE = work item reference.

WOIT_VERSION = work item version.

[3GPP_Type] = 3GPP specification type.

TGPP_NUMBER = 3GPP specification number.

TGPV_VERSION = 3GPP specification version.

Patent Type = type of patent in relation to the disclosure. The patent type can be "basis patent" or "family member".

PATT_APPLICATION_NUMBER = is a unique identifier assigned to a patent application when it is filed with a patent office. It is used to track the application throughout the examination and publication process.

PUBL_NUMBER = patent publication number of the patent identified by PATT_ID. PBPA_TITLEEN.

PBPA_PRIORITY_NUMBERS = refers to the application numbers of earlier (priority) patent filings that a current patent claims priority from. These establish the earliest filing date for the invention.

Country_Of_Registration = the country (or regional office) where the patent application was filed and granted, giving the holder legal protection in that jurisdiction.

PBPA_APP_DATE = the published patent's application date (i.e. the date associated with the respective patent's Application Number).

ETPR_ID is the unique identifier for the specific project referred to by ETPR_ACRONYM within the disclosure linked to DIPG_ID.

ETPR_ACRONYM = acronym of a project included in the disclosure identified by DIPG_ID.  

Ess_To_Project = whether the patent is disclosed as essential to the specified project or not. If there is no value, it is because no project was disclosed.

Illustrative Part = illustrative specific part of the standard/work item/specification (e.g. section, table, etc.) provided by the declarant when disclosing a standard/work item/specification.

DIPG_PATF_ID = unique numeric identifier of a disclosure's ETSI patent family in the IPR database. Original_Application_Number.

Original_Publication_Number = initially provided patent publication number. This typically exists in cases where the originally disclosed publication number was considered "un-normalized" (i.e. not mapped to EPO) and then got converted to a "normalized" patent publication number "PUBL_NUMBER" (i.e. mapped to EPO).

Explicitely_Disclosed = whether the respective patent (basis patent or family member) was marked as explicitly disclosed by the declarant or not.

Normalized_Patent = whether the respective patent is considered as "normalized" according to the IPR database. Patents that are considered "normalized" are those which can be mapped to the EPO database.

2G, 3G, 4G, 5G = describes whether any of the disclosed standards/work items/specifications disclosed 3GPP technologies correspond to '2G', '3G', '4G', or '5G', respectively. '1' means 'yes', '0' means 'no'.


Power BI Report

ETSI Power BI report is a set of interactive dashboards and charts that help the users to see and understand the reporting data. They let explore trends, compare numbers, and make better decisions using visuals instead of raw data.

ETSI currently proposes 8 pages of Power BI reports available, each showing different insights and data views.

1. Full declaration data page

Provides an overview of declaration data, featuring the most essential information related to declarations. The filters include:

IPR declaration date (signature) IPRD_Signature_Date - date of the IPR declaration submission to ETSI;

Patent Publication number PUBL_NUMBER - patent publication number of the patent identified by PATT_ID.

Patent application number PATT_APPLICATION_NUMBER - patent application number of the patent identified by PATT_ID.

Illustrative Specific Part (ISP) FLAG ILLUSTRATIVE PART - illustrative specific part of the standard/work item/specification (e.g. section, table, etc.) provided by the declarant when disclosing a standard/work item/specification.

IPR declaration number IPRD_Reference - reference of the IPR declaration.

Standard/ specification number Standard – work item or standard number.

Essential to standard/ specification Ess_To_Standard - whether the patent is disclosed as essential to a specified standard/work item/specification. If there is no value, it is because no standard/work item/specification was disclosed.

Declarant company name COMP_LEGAL_NAME - legal name provided by the declarer to identify the declarant company.

Patent type (basis patent/family member) Patent Type - type of patent in relation to the disclosure. The patent type can be "basis patent" or "family member".

2. Key metrics – Normalized patents page

Presents important figures and visualizations related to normalized patents, including key numbers and summary charts.

Normalized patent numbers are imported from the European Patent Office (EPO) Espacenet database, these patent numbers appear in black on ETSI IPR declarations. With the direct link to EPO’s database, it is possible to access directly all patent related information by clicking on the patent number.

Un-normalized patent numbers do not match with any number from the Espacenet database at the time of the disclosure and are created manually. These numbers appear in purple on ETSI IPR declarations so that users can easily distinguish the type of data that is displayed. These numbers might be correct, but they are not checked, and they do not have link to Espacenet database.

Users can filter the data by date to explore specific time periods.

3. Key metrics – illustrative specific part (ISP) page

Displays key data and charts about specific illustrative sections, featuring important figures and summary visuals.

Illustrative specific part of the standard/work item/specification (e.g. section, table, etc.) provided by the declarant when disclosing a standard/work item/specification.  ISP is an optional field in IPR declarations.

Users may  filter the data by date to explore specific time periods.

4. Normalized patents details page

Displays normalized patent data. Users may filter the dataset by IPR declaration date (signature) and declarant company name. The histogram provides a visual representation of number of patents by companies and normalization.

5. Age Distribution of patent families

(Based on filing date) represents data by filing year, mobile network standards and the total count.

6. Declaration distribution charts

Page visualizes the daily refreshed data related to the Patent Families Declared over Mobiles Generations and Patent Families Declared without mobile Generations.

7. Incomplete disclosures (standard/specification missing)

Page which highlights entries missing standard or specification details, presents the data in a structured table. Users may filter the data by:

  • Standard/specification
  • Patent type
  • Declarant company name
  • IPR declaration date (signature)
8. Unnormalized patents – lists for review &update

Page highlights the data related to unnormalized patents. Users may filter the data by:

  • Declarant company name
  • Patent application number
  • Is the patent normalized field?
  • Patent type
  • IPR declaration date (signature)


SQL Generic Query access

The SQL Generic Query Access is a mean to execute SQL SELECT queries on the public reporting database which contains only the data of the reflected IPR declarations. A tree view provides the user with the names of the database tables and columns.

It should be noted that this feature requires SQL skills.

The user can type in, copy-paste or upload text files containing SQL queries. The user could, e.g., keep on his local PC a set of interesting SQL queries, and runs them via the SQL Generic Query Access.

The system executes the query and displays the SQL result in a simple table. This SQL result can then be exported to CSV, opening directly in the browser window.
