Why are some icons greyed out?

Greyed out icons (Grey icons.PNG) mean that the user is not logged in to the portal.

Therefore it is not possible to open the Remote Consensus, or post a comment or raise an opposition.

How to access the Contributions in a Remote Consensus?

From the Remote Consensus tab of the TB/ISG, identify the relevant Remote Consensus name and click on the + icon below. The Contribution(s) under review will be displayed.

How to access the comments/oppositions submitted to a Contribution under Remote Consensus?

From the Remote Consensus tab of the TB/ISG, identify the relevant Remote Consensus name and click on the + icon below. The Contribution(s) under review will be displayed. Click on the glasses icon and a new window will open on the Remote Consensus tab. All comments/oppositions will be displayed.

How to post a comment?

From the Remote Consensus tab, identify the Remote Consensus reference and click on the + icon and the Contribution(s) will be displayed. Click on the Submit New Comment icon and a new window will open. On the top right of screen select the hyperlink Comment, enter your comments and click Save.

Is it possible to upload a file containing comments?

Comments(or oppositions) must be entered in the text box provided in the Remote Consensus tab (maximum 500 characters). It is not possible to upload a separate file.

How to monitor comments on a Contribution under Remote Consensus?

Click on Monitor in the Remote Consensus tab of the Contribution to receive copies of comments and be informed of events linked to the Contribution during the Remote Consensus period.

It is possible to un-subscribe at any time by clicking on Stop Monitoring.

Who can create a Remote Consensus?

The Chairman, Vice-Chairman, Secretary and ETSI Secretariat can create a Remote Consensus.

NOTE: The TB/ISG Chairman is able to create a Remote Consensus for WGs although a WG Chairman is not able to create a Remote Consensus for the parent TB/ISG.

What are the start and end times of a Remote Consensus?

The start time is always at 12:00 midday CET and the end time is always midnight CET.

What is a Remote Consensus report?

By default, the TB/WG/ISG members subscribed to the TB/ISG mailing list will receive a weekly notification detailing the main details - start date, end date, comments or oppositions and the final ratification.

Who can ratify a Remote Consensus?

The Chairman, Vice-Chairman, Secretary and ETSI Secretariat can ratify a Remote Consensus.

Can Contributions from other TBs, WGs or ISGs be added to a Remote Consensus?

Contributions submitted to Remote Consensus must originate from the same TB, WG or ISG.

It is not possible to mix Contributions from the parent TB and a WG(s).

Why is a Contribution labelled as "no show" in a Remote Consensus?

If a Contribution was not in Status Available at the start of the Remote Consensus, it will be labelled as no-show.

Can a Remote Consensus be stopped once it has been launched?

A Remote Consensus cannot be stopped after it has started.

However a Contribution(s) can be removed after the launch by the Chairman, Vice-Chairman, Secretary or by ETSI Secretariat.

Is it possible to clear my opposition?

A user may clear their opposition to a Contribution by clicking on Clear my opposition.

NOTE: The opposition will remain visible in the comments and oppositions history.

Is it possible to raise an opposition to a Contribution more than once?

A user may raise an opposition to the approval of a Contribution, clear that opposition and raise a further opposition (for example, detailing different motives).

However, it is not possible to raise several oppositions one after the other. The initial opposition must first be cleared (with justifications) in order to raise a subsequent opposition.

Is there a minimum duration for a Remote Consensus?

The ETSI Directives do not impose a fixed duration, however the Chairman is advised to maintain a minimum period of 3 days to respect the global membership of ETSI across different time zones.

The recommendations are the following:

Type DEC for Contributions such as a Liaison Statement or a Change Request (CR) – a minimum of 3 days.

Type DEC for Contributions such as a Final Draft for Approval or a Meeting Report – a minimum of 7 days.

Type DIS for Contributions such as CRs – a minimum of 7 days.
